Program enabling Pennsylvania inmates to apologize to victims has more letters than recipients

In this program (facilitated by the DOC and the Office of Victim Advocates), inmates can write a letter of apology to their victim.  It is one way communication with no direct interaction.

2 Pa. workers charged with stealing inmate labor

From the article: “State corrections investigators say the men used the state materials and inmate labor to make tools and craft other items that Maust used to build his own home. The (Somerset) Daily American reports Maust allegedly also brought personal items into the prison and had inmates repair them, including a carburetor for his tractor.”

PA: Inmate charged in killing prison guard

From the article: “The indictment alleges Con-Ui killed Williams, 34, on Feb. 25, in a premeditated attack at the Canaan Federal Correction Complex near Waymart. According to the indictment, Con-Ui stabbed Williams with a sharpened weapon and struck him repeatedly.”

PA: Former inmate alleges Lackawanna County prison guard raped her

From the article: “The lawsuits each claim Mr. Black sexually assaulted the women on several occasions in 2011 after he ordered them to go to areas of the prison out of sight of surveillance cameras. Both women said they later learned several other females have said Mr. Black sexually assaulted them.”

Justice Department Finds Pennsylvania State Prison’s Use of Solitary Confinement Violates Rights of Prisoners Under the Constitution and Americans with Disabilities Act

A lot of attention on the use of solitary confinement and administrative segregation…which is a good thing.

From the press release: “Today, the Justice Department issued a findings letter detailing the results of its investigation into the use of solitary confinement on prisoners with serious mental illness at the Pennsylvania State Correctional Institution at Cresson in Cambria County, Pa.  The department found that Cresson’s use of long-term and extreme forms of solitary confinement on prisoners with serious mental illness, many of whom also have intellectual disabilities, violates their rights under the Eighth Amendment to the U.S. Constitution and under the Americans with Disabilities Act (ADA).”
