MS: Prison company wants dismissal of riot lawsuit

From the article: “The lawsuit, which seeks unspecified damages, says CCA ‘created a dangerous atmosphere for the correction officers by depriving inmates of basic needs and treating them inhumanely.'”  The riot resulted in the death of an officer and injuries to at least 20.

The officer was off duty on the day of the riot, but was called in to help.  Reportedly, staff had been informed that the inmate population was volatile, but failed to act.  Further, the officer was reportedly not told that he was on a “hit list.”

CCA’s argument is that inmates killed the officer.

MS: Inmate fatally stabbed at Parchman

From the article: “MDOC Commissioner Christopher Epps says an initial investigation revealed Lewis was not strip searched or restrained properly. Epps said policy and procedure weren’t followed and disciplinary action will be taken when the investigation into the incident is complete.”

Inmate Homicides

In Mississippi, an inmate who was involved in the deadly Mississippi riot in May at a CCA owned prison may change his plea to guilty.  He is alleged to have assisted inmates with gaining access to the roof of the facility, where they beat an officer to death. In Maryland, 32 year old Eubanks, in prison on a rape charge, asphyxiated 53 year old Abdullah, also in on a rape charge.  Guilty plea for Md. inmate in fellow prisoner’s murder.
In Pennsylvania, an inmate died after a fight at a federal prison.  Inmate death after NE Pa. prison fight probed.
In Minnesota, one woman attempted to murder another female inmate by choking her with a rope.  The cause?  She said she was “tired of nitpicking.”  Woman in Waseca federal prison admits choking fellow inmate with rope.

States Report Reductions in Recidivism

Report from the Council of State Governments that highlights Kansas, Michigan, Mississippi, Ohio, and Oregon for their reductions in recidivism rates.  Ohio has one of the most notable, with an 11 point drop.  Given Ohio’s sentencing reform in 2011 (HB 86), recidivism is expected to drop even lower, as inmates are funneled toward evidence-based programming based on their risk level and criminogenic needs.

MDOC Commissioner Epps’ budget presentation by the numbers

Some stats from the budget request:

  • Mississippi leads the nation in locking people up at a rate of 686 inmates per 100,000 residents, based on 2010 figures. The national average is 439.
  • Mississippi is leader in average prison sentences, at 6.05 years compared to a national average of 5.42 years.
  • The state system has more than 22,000 people in custody and 39,000 under supervision.
  • 78 percent of the inmates use alcohol or drugs and many committed crimes while under the influence or to feed a habit.
