Delaware prison sex abuse agreement in dispute

From the article: “In addition to adequate staffing levels, the ACLU is concerned that DOC officials do not have written policies and procedures in place to ensure compliance with all provisions of the consent agreement stemming from a lawsuit in which a female inmate claimed she was raped by a prison guard in 2008. State officials settled that underlying case and now argue that the ACLU is making unfounded assertions that they are not complying with the consent agreement.”

DE: Poisoned prisoners take DOC officials to court

From the article: “The men say Apgar put Ajax or Comet on half a loaf of bread, and then gave it to another inmate to put in the common area.  In the handwritten complaint, Campbell said he retrieved the bread and took it back to his cell, June 5. “Me, Joseph Rushing, Tevon Savage got very sick after eating the bread,” he wrote.  “C/O James Apgar came to room 309 and stated, ‘I hope y’all enjoy that homemade gritty bread because you people are always stealing,’” Campbell wrote.”

Fired Pennsylvania Prison Guard Gets 45 Days For Freezing Shackles

Three prison officers sacked over Fiji ‘torture’ video

From the article: “Apparently shot using a mobile phone, it shows one handcuffed man being savagely beaten with batons and metal bars, and another being set upon by a dog as the animal’s handler urges it on.”

That sounds really bad, you say?  What sayeth the leader of Fiji:

Bainimarama has also dismissed concerns expressed by non-government organisations about the video, saying they “are paid by the international community to jump up and down every time we do something.”

Hmm…if by “do something” you mean “torture inmates,” then yes.  Guess we won’t be holding our breath to see some reforms.

What it’s like inside a Syrian government prison

From the article: “In a recent report, the London-based Syrian Network for Human Rights documented methods of torture prevalent in regime prisons.  The report lists 957 cases of death from torture in 2012. The report lists the name and location of each death, and in many cases provides photos or video evidence and testimony from fellow inmates or family members who received the bodies. The tally includes 34 children and 17 women.”

Wave of Arson Attacks in Brazil Is Tied to Reports of Inmate Abuse

From the article: “The attacks began after video images surfaced from closed-circuit recordings of events at a prison in the city of Joinville on Jan. 18. In the video, prison guards are shown to have marched dozens of inmates into a closed area, forcing them to crouch into a fetal position before firing rubber bullets at their backs and targeting some with what appears to be pepper spray.  “Prisoners decided to orchestrate the attacks to call the attention of the population and authorities to issues of management of the prison system,” said Col. Nazareno Marcineiro, the commander of Santa Catarina’s military police.”

Afghanistan: Karzai calls for prison torture investigation

From the article: “The Afghan government has set up a delegation to investigate reports of torture in Afghan-run detention facilities. The delegation, which was announced on Tuesday, was created two days after the United Nations Assistance Mission in Afghanistan published a report on the “ill-treatment of conflict-related detainees in Afghan custody.” The UN report, based on interviews with hundreds of detainees held in 89 facilities between October 2011 and October 2012, details 14 abusive practices, including the twisting of genitals, extracting fingernails and electric shock.”

PA: Inmate accusations against guard pile up

The guard is being charged with “being the ringleader of a circus of alleged abuses of inmates who were viewed as pedophiles.”  The allegations of abuse allege that the officer made sex offenders strip, run up and down the hallway of the block, poured water down their pants, and other unprofessional conduct.

NC inmates allege they were abused with hot sauce

From the article: “A North Carolina prison is under scrutiny after six inmates wrote to a federal court alleging correctional officers forced them to rub habanero hot sauce on their genitals, resulting in painful blisters.”

The inmates also alleged that they were forced to pick up and kiss snakes.

Young offenders prison abuse alert

The Ireland Inspector of Prisons released a report that condemned treatment of juveniles in an Irish juvenile detention center: “A damning report by Inspector of Prisons, Judge Michael Reilly, found offenders aged 16-21 stripped naked as a punishment, bullied, denied visits, on 23-hour lock up and restrained in head locks.”

Prison chaplains have urged change at the facility.
